The Quality of the Civil Service Apparatus as an Important Challenge in Bureaucratic Reform
Abstract
Human resources are the most crucial factor in government institutions to realize the Grand Design of Bureaucratic Reform; for this reason, Indonesia issued Law Number 5 of 2014 concerning State Civil Apparatus. This study aims to analyze the quality of state civil servants' quality of human resources, especially in the Department of Population and Civil Registration, Bekasi City, West Java Province, Indonesia. Researchers examined this by using the Constructivism Paradigm with Qualitative Research Methods accompanied by a case study research design. Data collection techniques include direct observation, in-depth interviews, and literature study. The results showed that the apparatus's performance had been running according to the regulations and implementation of Population Administration and Civil Registration, especially the Bekasi City, with the competence of employees being competent with those who were not yet competent. However, the implementation of institutional work is still running well because employees have an essential ability to master Information Technology, which helps facilitate their work. To maximize the implementation of public services, the Department of Population and Civil Registration requires human resources to implement better service innovations to achieve excellent service to the community as an essential effort to realize Bureaucratic Reform.
