Sustainable Development Goals (SDGs) consisting of 17 goals
is a universal call to ensure that by 2030 all people enjoy peace and prosperity. However, the SDGs are a new paradigm for humans on earth that criticizes human problems in dealing with the impact of technology on the natural environment such as air, water and plastic waste pollution.
Likewise, the Industrial Revolution 4.0 is a new paradigm in technology, namely a rapid change in technology, industry, and societal patterns and processes in the 21st century. IR 4.0 can impact humans', particularly the presence of computer technology and automation in dominant industries. In addition, IR 4.0 has increased machine productivity while increasing natural resource exploration. In fact, the two paradigms are paradoxes that have different characters and targets. The purpose of The Third International Conference on Innovations in Social Sciences Education and Engineering (ICoISSEE-3) is to discuss and share experiences in achieving the 17 SDGs goals. As well as implementing the IR 4.0 transformation in various multidisciplinary perspectives by Indonesian and foreign academics and researchers.
en-USProceeding of International Conference on Innovations in Social Sciences Education and Engineering2808-9448MEDIA LITERACY: BUILDING CHILDREN’S FOUNDATIONAL ETHIC FOR LIVING IN THE DIGITAL AGE

https://conference.loupiasconference.org/index.php/icoissee3/article/view/336

Tourism revenue dropped dramatically due to the COVID-19 pandemic. Despite a significant increase in three- to five-star hotels in Surakarta City, Indonesia, in the last five years. Hotels as business organizations supporting tourism activities are required to be dynamic and use various strategies to win the competition. Hospitality service providers continue to develop strategies to improve customer service and face increasingly fierce competition. The availability of human resources is an important component to compete in the hospitality industry, especially at the forefront, which is where the hotel service system begins. Variables part of the selected HRM Reward system and variables part of the selected HRD career development. This study aimed to examine and analyze the impact of reward systems, and career development, directly on the performance of frontline employees. A total of 289 respondents were selected from the entire population of frontline hotel services in 3 to 5-star hotels in Surakarta City. Sampling using a stratified random sampling technique. Data collection by questionnaire then modeling using Structural Equation Modeling (SEM). Data processing and analysis with a combination of SPSS version 26, and SMART PLS version 4.0. The results of this study have one accepted hypothesis. This study concludes that (i) Career development as an independent variable has a direct effect on employee performance with a p-value of 0.0012, (ii) Reward system as an independent variable does not have a direct effect on employee performance with a p-value of 0.6468. A hotel's frontline employees will perform well if hoteliers provide opportunities for better career development rather than just rewards.
Indah Wahyu UtamiIlham SentosaSharina Osman

https://conference.loupiasconference.org/index.php/icoissee3/article/view/337

Massage is very beneficial in optimizing baby's growth, by increasing the absorption of food so that the baby is hungry faster and the baby will suckle more often. This absorption can increase body weight, body length, and head circumference in infants. Massage is a non-pharmacological therapy to overcome growth problems in infants in the form of gentle relaxation techniques and rarely causes side effects. Midwives as health workers provide services that support babies from birth to 2 (two) years old by conducting early stimulation of growth. This study aims to analyze the effect of modern and conventional massage stimulation on body weight, body length, and head circumference of infants aged 3-6 months. Utilizing a two-group pretest-posttest control group design, this study was an experimental quantitative study. Primary data were collected through measurement of body length, body weight, and head circumference. The independent variable is the stimulation of massage, the dependent variable is Body Length, Body Weight, and Head Circumference, and the confounding variables are the baby's gender, mother's education, mother's employment status. The population in this study were mothers who had babies aged 3-6 months who were registered in two midwives' independent practices. The sample of this study was 140 infants under the age of two, divided into groups including the intervention and control group, each of which was 70 infants. The research sample was selected using non-probability sampling with purposive sampling technique. Post-test was conducted after 4 times of massage. The analytical test used was the Wilcoxon test. This study results that there were differences in modern and conventional massage on growth during pretest and posttest (p=0.000). The difference was found in infant body weight and length in both the intervention and control groups. However, the difference was not found in infant head circumference. Overall, the study is convincing that both massage facilitates growth through the massage given.
Royani ChairiyahMella Yuria Rachma AnanditaApriana Rahmawati

A broad marketing strategy in the banking and financial services industry to serve business, investment, and banking companies has the opportunity to carry out promotions and marketing strategies efficiently with the help of technology. Customer identity that provides a promotional response to a product is an important part of marketing. Data mining can provide solutions to these problems. With the method used in completing direct marketing, there are still data features that have little effect on performance in direct marketing so it provides a low level of accuracy to increase the level of performance is done by reducing several features that do not affect direct marketing by using add information gain on the KNN algorithm to get good performance. The first step is to model with the KNN algorithm in a limited way using 5-fold cross-validation to produce the best K value, namely K = 9 with an accuracy of 89.72%, 98% recall, and 91% precision. The addition of information gain to the KNN algorithm at K=9 using 5-fold-cross-validation produces an accuracy value of 90.49%, a recall of 97 %, and 92% precision so that the addition of information gain to the KNN algorithm can increase the accuracy value and provide an increase in the proportion of precision.
Anggun PambudiFikri BudimanM. 2023-08-072023-08-073022022AGILE GOVERNANCE AS A FORM OF PUBLIC SERVICE TRANSFORMATION
https://conference.loupiasconference.org/index.php/icoissee3/article/view/377

Agile governance is a service that is needed today because of the times that utilize IT more. Agile governance without discipline cannot develop, and with discipline without agility, it cannot be competitive. Agile governance is an effective form of service transformation to provide convenience to the community, but in reality, there are still obstacles, especially related to human resources. They tend to slow down services on the grounds that files are piling up and leaders are not yet in place. Therefore, this study aims to analyze the implementation of agile governance at the Palopo City Land Office. The researcher uses a qualitative approach that is descriptive in nature, namely to find out or describe the reality of the events under study. Data collection techniques include interviews, observation, and documentation. The data analysis technique used is the NVIVO 12 application. Based on the research results, agile governance applied in government agencies still faces several obstacles. Agile governance was first implemented in the business world to accelerate services by considering citizens as customers. But the government sector, especially the land agency, is a civil society that must be served without taking into account material benefits. https://conference.loupiasconference.org/index.php/icoissee3/article/view/378

The character education is highly important to implement in the present time. The quality of a nation also determined by its quality of characters. The rapid pace of technology, the high demand of economic and other lifestyle needs, stated as several factors responsible for current descending state of human character, especially in this post-pandemic period. This study aimed to perceive the state of readiness toward implementing character-based curriculum in one of middle school in Bandung. The analysis is focused on various dimensions, these are: physical space, behavior, activities, objects and events. This study utilized a qualitative approach with a case study model, carried out by observing and conducting a descriptive analysis of all emerged real-life events without intervene nor induced treatment to the participants. The employed data collection techniques were direct class observation at one grade level and interviews with teacher and student. The observation proposes that a coherent character-based curriculum implementation brings together five dimensions in an actionable way. All of these supporting dimensions of implementation: the availability of physical space, capability of the people involved, activity or programs, involved objects, and various real-life events need to be well prepared especially in the planning stage. The state of readiness of these various dimensions can affect the implementation of the character-based curriculum in education units. Therefore, a proper multi-dimensional analysis is required to determine the extent to which the implementation is coherent and can result in effective change, also as a resource for reflection on how to move forward with or assess a curriculum implementation strategy.
Wina DewiLaksmi Dewi

Financial independence has a significant influence on handling unconditional situations. The COVID-19 pandemic, as a true shock situation, brings a new perspective to managing local finances. Indonesia’s local government heavily depends on transfers of funds from the central government. The autonomy system has been implemented for twelve years; however, local financial independence has not changed. The central government transferred 86.36 Trillion Rupiah to the local government to help it cope with the pandemic. This research aims to analyze financial independence's responses to shocks from three dimensions: anticipatory capacities (AC), coping capacities (CC), and vulnerabilities. This research used a qualitative approach and archival data analysis from 2014–2021 with 93 samples of municipal governments. Research findings indicate that municipal governments have limited capabilities to anticipate and cope with unconditional situations. The municipal government's budget capacity and financial resilience are low to cope with the unconditional situation. https://conference.loupiasconference.org/index.php/icoissee3/article/view/446

The tourism sector is the most realistic sector to revive the national economy due to the Covid-19 pandemic in Indonesia. The contribution of tourism gross domestic product (GDP) namely 4.05% (2020) and 4.2% (2021). Foreign exchange for the tourism sector in 2019 amounted to 16.9 billion US dollars while in 2020 it was 3.2 billion US dollars. In 2022, the government targets the tourism sector's foreign exchange value to increase to US$1.7 billion (±Rp. 24 billion). In 2020 the number of foreign tourists reached 4.05 million people but in 2021 it decreased to 1.5 million people. In 2022 the Ministry of Tourism and Creative Economy (Kemenparekraf) targets around 1.8 million - 3.6 million foreign tourists. Meanwhile, domestic tourists as mainstay tourists are targeted at 260-280 million. In fact, the tourism industry faces problems because some tourist destinations have not implemented the concept of sustainable tourism as a result of tourism infrastructure development ignoring environmental conservation, generating waste, and not involving human resources around the location. So that, in some cases it has marginalized the local population and lost their livelihoods. Sustainable tourism is a holistic concept that includes economic issues, social concerns, and environmental conservation. Several tourist destinations in Indonesia are more profit oriented, government policies as stakeholders are not synergistic, and others. Therefore, the development of the Indonesian tourism sector needs to be redesigned in accordance with the concept of sustainable tourism to be competitive and sustainable.
Henry H. https://conference.loupiasconference.org/index.php/icoissee3/article/view/450

Financial Technology (“Fintech”) is a new paradigm in the non-bank financial sector in Indonesia. One of the popular “Fintech” products is Peer to Peer (P2P) lending or called Online Loans (hereinafter “Pinjol”). There are two types of "Pinjol", namely legal "Pinjol" which is registered with the Financial Services Authority (OJK) and illegal "Pinjol" which is not registered with the OJK. According to OJK records, as of August 2022, the number of illegal “Fintech” companies was 3,786 platforms. This number shows that illegal "Pinjol" continues to proliferate, which has a negative impact on the development of “Fintech” and micro-economy. In 2021, "Pinjol" loan funds that have been disbursed amount to IDR 295.85 trillion with a total of 73.24 million borrowers. Legal "Pinjol" charges a daily interest rate around 0.3% -0.4%/day but illegal "Pinjol" interest rates are very high, around 0.8%/day. This study uses a qualitative approach using the case study method, which examines the negative impact of illegal loans on micro business and non-bank financial activities. The findings show that the negative impact of illegal "Pinjol" high interest rates has caused most borrowers to be unable to pay. As a result, there are many cases of forced withdrawals by illegal "Pinjol" operators using debt collectors or confiscating valuables belonging to borrowers who fail to pay. Therefore, the OJK needs to carry out tighter supervision of illegal "Pinjol" organizers. The existence of illegal "Pinjol" is due to the lack of public understanding of “Fintech”, weak regulatory oversight and law enforcement.
Annisa Arifka SariAgustina Nurul HidayatiSiti Wardah Pratidina NasutionMartantoFranco Benony LimbaKamilah Sa'diah

https://conference.loupiasconference.org/index.php/icoissee3/article/view/420

Chromolaena odorata is a weed that interferes with oil palm plantation activities. Chromolaena odorata /kirinyuh/ Siamese weed easily grows anywhere, experiences very fast growth, and forms a tight-knit community. This weed has a competitive character that grows faster than the native plant species and may become invasive in the future. Information on the distribution pattern of these weeds has not been done much. Small-format aerial photography technology is expected to be able to trace the distribution pattern of Chromolaena odorata as information for decision-making to deal with this weed. This is due to the presence of invasive plants such as C. odorata in an ecosystem which will expand more and more, threatening the existence of endemic plants. the presence of these weeds is likely to hinder the restoration of the rehabilitation land ecosystem into a forest ecosystem. Small-format aerial photography technology takes pictures from the air and produces orthophoto images. The results of orthophoto images are processed to process requests. KMeans Clustering is used to generate call results. Parameter k is 2 to produce the desired cluster, namely the Chromolaena odorata cluster and not the Chromolaena odorata cluster. The clustering results are expected to be a reference for the map of the distribution pattern of Chromolaena odorata weeds.
Olivia ElfatmaIdum Satia SantiIndra KurniawanHery SetyawanWandha Atmaka AjiMahendraBambang SyahputraIka FebriantiDewi Ratmallah

https://conference.loupiasconference.org/index.php/icoissee3/article/view/421

This study discusses the sustainable competitive advantage of the company's oil palm nursery division (PT. X) with the application of the VRIO approach (Value, Rarity, Immitate, Organization). PT. X is an international oil palm plantation company in Indonesia that continues to grow and shows very good company performance in terms of revenue. PT. X faces ongoing competitive challenges from various factors that disrupt the process of growing oil palm seedlings, one of which is the problem of drought during the dry season. As it is known that oil palm has a shallow root system (fibrous roots) so it is easy to lack water availability, even though in the seedling phase it has an important need for sufficient water availability. This research is expected to assist PT. X in conducting an analysis using several strategic management starting from tracing the company's vision, mission and goals, then carrying out internal analysis to choose the right strategy to be able to achieve a sustainable competitive advantage. Researchers use a resource-based view (RBV) to analyze and identify combinations of resources (tangible and intangible) and to be able to determine organizational capabilities through the application of the VRIO approach (Value, Rarity, Imitability, Organization). Researchers use questions as a form of application of the VRIO approach which aims to measure how much strength the combination of resources and organizational capabilities has so that it can be used to determine the company's competitive advantage. The results of determining the competitive implications for the physical capital owned by PT. X, indicate that a sustainable competitive advantage is caused by the conditions of the oil palm nursery watering installation, watering technology aimed at maintaining the quality of the seedlings, and optimizing the implementation of watering the seedlings, while the types of seeds cultivated are only classified as competitive as competitors. The results of determining competitive implications for human capital show that sustainable competitive advantage is caused by work experience, work loyalty, and deepening expertise of PT. X employees starting from the employee level to the Nursery Assistant, while decision-making skills, interpersonal relationships and teamwork are classified as competitive advantages. temporarily because this position will be the same if competing companies are able to imitate it. The results of determining competitive implications for organizational capital indicate that sustainable competitive advantage is caused by optimizing methods for implementing seed irrigation, infrastructure support activities, and human resource management.
Subakho Aryo Saloko, S.P, M.B.AOlivia ElfatmaDr. Sri Gunawan. This review explores the potential of repurposing discarded polypropylene-based medical masks as an innovative additive in the formulation of asphalt mixtures. Through an extensive analysis of existing literature and the examination of the effects of mask waste on asphalt mixtures, this study sheds light on its potential applications. Notably, Research Gate, Science Direct, and Google Scholar serve as the primary sources of reference for this review. The results highlight the promising benefits of integrating medical mask waste into asphalt mixtures, including improved asphalt performance, recyclability for asphalt modification, and the promotion of environmentally-friendly practices in road construction.
I Gusti Agung Ananda PutraI Nyoman Arya ThanayaI Made Agus AriawanYenni Ciawi

Based on the results of an analysis using the endogenous treatment effects model, (1) Informal entrepreneurs in the manufacturing sector who have higher assets, live in urban areas, younger ages, and higher level of education have greater opportunities to use the internet in their business; (2) Informal entrepreneurs in the manufacturing sector who are male have a greater tendency to use the internet for the purpose of seeking information and financial activities; (3) The use of the internet for information search, buying and selling transactions, and financial activities has a positive and significant impact on increasing income; (4) The use of the internet for financial activities has the greatest influence on the income of informal entrepreneurs in the manufacturing sector. Therefore, it is necessary to have policies from related parties to support increased use of the internet through equitable development of infrastructure and the provision of training related to effective and efficient use of the internet that can have a positive impact on business activities.
Yuda Bagus RachmatullahDwi Budi SantosoDias Satria

https://conference.loupiasconference.org/index.php/icoissee3/article/view/363

Hargotirto Village is one of ten villages with the highest poverty rate in Kulon Progo Regency. Granulated palm sugar is the primary product of the village. It has a business-to-business (B2B) marketing strategy. Products are distributed to market stalls and partly to collectors to be reprocessed by a manufacturer. To package granulated palm sugar, producers only use polypropylene plastic. These circumstances lead to products with less value added. The study goals are to identify the state of the granulated palm sugar business and formulate strategies to enhance the local economy and the added value of granulated palm sugar. The research methodology involved observation, interviews, product trials, and questionnaires. The findings indicated that granulated palm sugar is offered for sale in one-kilogram-sized packages. Most products are produced individually, not in groups like the Farmer Women's Group (KWT). The product variations are made to fit local commodities, like ginger and turmeric. A program that can be implemented to increase the added value of products is redesigning packaging in a way that is economical, attractive, and informative. Additionally, widen the product varieties in keeping with the commodity potentials around Hargotirto Village such as lime, moringa, and coffee. The local economy can be improved by identifying the right target market and empowering businesses through KWT and the Village-Owned Enterprise (BUMDes). They may help to facilitate marketing and sales activities. As recommendations, product trials must be conducted from the sensory, packaging, and marketing aspects of the specified target market prior to product launch.
Sri GunawanMohammad Juremi SuhartonoOlivia ElfatmaNur Azizah Uswatun HasanahYuliana Debora Anggraini
